Joyce Chang

Associate Director, Asia Pacific Office

Joyce Chang is the Associate Director of Joint Commission International's Asia Pacific Office. In this capacity, she assists the Asia Pacific Office in furthering the development of relationships between JCI and Asia Pacific health care organizations and works with regional Ministries of Health, governmental agencies, NGOs, hospitals, laboratories and other health care organizations in their efforts to reduce risk and improve health outcomes.
 
Ms. Chang's professional experiences in the United States, Taiwan and China span over academia, hospital administration, consulting and the commercial sector. Prior to China, her work in the United States focused on quality and safety assurance in the St. Luke's - Roosevelt Hospital Center in New York City. Ms. Chang was then awarded with Peking University's Young Health Economist Scholarship and moved to Beijing to co-author the World Bank Group commissioned "China Urban Service and Governance Study Health Report."  Following that fellowship, Ms. Chang joined the New Century International Children's Hospital to oversee quality improvements in the public-private joint venture with Beijing Children's Hospital. 
 
Then, in her management consultant position with the boutique health care consulting firm The ChinaCare Group, her study on the "Emerging Trends in Chinese Healthcare: The Impact of a Rising Middle Class" was published in the Journal of the International Hospital Federation.  Her management role was further expanded as the national lead of Philips Healthcare Greater China for the hospital solutions and cross border bilateral loan businesses. Prior to her focus in health systems, Ms. Chang was a researcher in Taiwan's Institute of Biomedical Sciences, Academia Sinica.
 
Ms. Chang received her degree in the Master of Heath Services Administration and Globalization of Health from the University of Michigan, United States.
